Common Sense, <"The reason why Hammer was 'pushed back' was because it was orginally planned to be built in 0.13 then to move it into 0.13 SOI. This decision was then changed to align the introduction of Hammer with 0.13 SOI technology. This meant that its introduction had to be delayed until the new process became available. The introduction of 0.13 or 0.13 SOI has not been delayed.">

In other words, the Hammer design team slipped their schedule so much that the non-SOI version of Hammer would have had a very short life span. So instead they cancelled the non-SOI version and came up with this perfect cover story.
