The concept, as I understand it, is that Starr is already so unpopular he may have little to lose. The charge would be obstruction of justice--I assume for the talking points issue--and he would name Clinton as an unindicted coconspirator. And it could be done only if there is a ruling on the immunity issue that she has none, in regard to the letter Ginzburg says is binding.

I don't doubt he could do it, but I think it'd be really stupid. Monica could easily be charged, and very likely convicted, for subornation of perjury. There appears to be no doubt that she gave the "Talking Points" to Tripp. So she's toast. But it would be very difficult indeed to prove that they came from Clinton. She'd end up in jail, he wouldn't. And that would make Starr look like a major creep.
