I agree that confiscatory state taxes are not the way to go for Mongolia. Look at Peru. With 18% taxes they have build one of the biggest mining industries in Latin America. It is probably as big as Canada's. Chile is another case. They have easy regs and encourage foreign investment. They have built a copper empire. It did not hurt that they have all the copper in the world of course, but Peru has lots too. Chile got a head start with stable government and easy regs.

Nevertheless, Ivanhoe states that large investments of their kind do not have to pay the tax. It applies to other start ups that are less well capitalized. In a way that makes little sense, but that is apparently the policy.
