The article details how Venezuela, uncer the guidance of a guy named Guisti, is thumbing its nose at OPEC quotas and going all out to increase production, with a view particularly of serving the U.S. market. It says Venezuela has 72.6 billion barells of PROVEN reserves< and this guy is opening up to foreign investment, etc. with the purpose of making the country prosperous. The article has amazing information re the diminished importance of mideast oil and the success of the devepoled world in decreasing dependence on it.

The paragraph referred to, of particular interest re AIPN, reads:
To hedge his bet,Mr Guisti is negotiating deals with Gulf Coast
and Carribean REFINERS to secure a market for another 600,000 barrels a day of Venezuelan oil." (Emphasis mine)

The article goes on to say that Guisti may be the next President of Venezuela.
