Gee, you don't think that the O'Hare project has had any influence on this targeting decision, do you? Air cargo theft is only 30% of the total cargo theft problem in the US. I could see applying biometrics together with GPS, so that not only would you know who has opened the truck, but where, and know it in real time. There are GPS companies out there that can handle this assignment. Trimble, for instance, or maybe Orbital's Magellan division.
