I too have observed this bimodal distribution of trade latencies. This is telling us something
important about how the system is actually structured. Any hypotheses that might explain
this observed behavior?

I think its more luck of the draw than anything else. ITs more likely before 10am on fast moving stocks, but its also happened to me mid-afternoon on medium volume stocks. Lately, however, I haven't seen any slow fills. I still always cross my fingers though. :)
