Turkey stalls on key vote

The Turkish Parliament has once again postponed a key vote on allowing US troops to use Turkish bases in the event of a war against Iraq.

The Turkish government has given the plan the OK and the Parliament in Ankara had been expected to vote on the matter on Thursday. Parliamentarians are not now expected to decide before Saturday.

Why the delay?
There has been much speculation about the reason for the delays. Most European and North American commentators have been emphasising that Turkey is holding out for more compensation from the US.

Domestic coverage in Turkey while dealing with this issue has pointed out the difficulties the ruling AKP (Justice and Development Party) are having in convincing deputies to back their plan.

Reaching a deal on security issues of geo-strategic importance is also key to Ankara.

Kurdistan
The Turkish government has been keen to highlight the risk of Kurdish groups seizing the opportunity of Saddam Hussein's overthrow to make an attempt to secure statehood. Faced with US pressure this looks unlikely.

A US plan is reported to have been agreed that would see Kurdish groups being armed to fight against Saddam Hussein and then disarmed.

Fears over this plan are growing, as are worries that Turkey may use this as a pretext to place more troops in the area for alterior motives.

There have been warnings from Kurdish leaders that Turkey will seek to control the oil city of Kirkuk.

To this end the Iraqi opposition has warned on Thursday of "serious consequences" if Turkey puts troops in for any other reason than to fight Saddam Hussein.
