That's what you say it means but you don't really know. How could anyone know when they don't have laws or arrest and try people. Wonder whether Amnesty International or the Red Cross or the UN will investigate? Apparently no one even keeps track of the numbers of Palestinians killed by lawless Palestinian gangs. But no one expects Palestinians to be civilized human beings do they?
