This is the IBD philosophy. They look at stocks the same way a department store buyer looks at dresses. Do they buy the blue one which no one wants, or do they buy the red one which everyone wants. Their philosophy says, "Buy the RED one."

One way to view APCC stock is that it's been stuck in a trading range between 9 and 30 since 1993.
