The Caspian contains huge oil and gas reserves. One senior oil executive with projects in the region says he expects the area to produce 3.8 million barrels per day of crude by 2010. Iran currently produces 3.4 million bpd.

Putin said the Caspian had great potential but Russian oil firms were being constrained by disagreements between Caspian states on the division of the sea and developing its resources.

Earlier, Putin met senior military officials in Astrakhan, ordering navy chief Admiral Vladimir Kuroyedov to hold military maneuvers this summer with Russia's Caspian fleet.
