This is not the function of a government based on freedom of choice and individual rights:

At whose expense? Why at every individual's expense. This is State-enforced altruism of the most blatant kind and something our Founding Fathers would have denounced you for.

Why? Our Founding Fathers did not think so, and for good reason. Taxing individuals and using stolen wealth to create redistribution of wealth schemes is not supportive of a society of free individuals. Indeed, it places an economic lien on all those who produce as some of their wealth is skimmed over to those who do not produce, therefore providing value in return for no value.

"From each, according to their ability; to each, according to their need" is what you are advocating. It is the bedrock of socialism.
