Most of the deaths from the fires have been in San Diego. It sounded like the victims lived on one of the Indian Reservations, and just didn't leave until the firestorm was upon them.

When the police come through and announce "mandatory evacuation" you have to leave immediately. They aren't going to arrest you, because they can't actually force you to leave. But if you don't go they just come back afterwards with a pail to collect your carbonized remains.
