Two positions of Kerry's tonight revealed a tendency of his to concede national sovreignity: He favors joining the International Criminal Court and "pass the global test" remark. He also suggested international conferences for every possible problem. Bush responded with "we already have those conferences, I attend all the time." That sounded like a complaint on GW's part.<g>
