Re utilities/insider selling/deregulation: It will benefit some, hurt others. Money will be made by being able to buy power in cheap markets and deliver it in expensive markets. Smaller utilities are trying to jettison their power generating plants and concentrate on transmission and retail sales (as one example). Jenkins stated TAVA has a role to play in the sale of spot power as deregulation progresses. That sounds to me like he is trying to align TAVA with the major players (he already announced contracts with Pacificorp and CMS). CMS is considered a leading candidate to emerge as big winner in the deregulation sweeps. So it's no surprise to see insider selling at utilities. There are going to be losers. Utilities are widow and orphan investments any longer.
