Not necessarily. If you shorted CTN (now CENL) at 55 and then shorted more at 45 and then more at 35 and more at 25, and more at 15, and then more at 5 and then covered at 2 you could have made more than 100%

Furthermore stocks tend to drop faster than they rise. A tantalizing reason to go short sometimes.
