Chertoff has signed an environmental waver which will allow the final completion of the last 3 1/2 miles of the 14-mile San Diego border fence. In other words, the fence will finally be extended all the way to the Pacific Ocean, passing through a “bird refuge” which has been the tromping ground of illegal aliens. The move will likely save more birds than it harms.
