TS, going back a week, there's a little more background that's a bit more specific.

Senator's Defection May Doom Milk Bill nytimes.com

James M. Jeffords, the longtime Republican
senator from Vermont, recently discovered
how risky it is to defy the White House.

The administration has hinted that because he
refused to support the president's spending
and tax-cutting package at a crucial moment it
may derail one of the senator's most
cherished pieces of legislation, a measure to
assist some dairy farmers, including those in his state.

The standoff shows just how much is at stake for the new administration as it
attempts to establish its authority here at a time when it needs every Republican vote
in an evenly divided Senate.


Milk subsidies in the US are a mess, as are agricultural subsidies in general, here and throughout the world. I come from a state that has traditionally gotten the short end of the stick on dairy subsidies, in a very explicit and strange manner, so I can't really say I'd support Jeffords on this one anyway. Still, it sort of look like W's handlers picked the wrong guy to play hardball with.
