Bush has failed the global test and he knows it.
Kerry was talking about the global test of credibility.
When you lie to the world, the UN and allies, dont expect them to help you or believe anything you say again. Also when you bow out of important treaties and say "my way or the highway" expect the rest of the world to say "OK then, you're on your own". Bush is on his own in Iraq. And now he will pay for that enormous blunder.
