Bush deflected questions about capture (or lack there of) Osama as unimportant because he is just one man and Bush doesn't know or care whether bin Laden is dead or alive.

The statement is deceptive (or naive depending on your pov) because (a) bin Laden is a symbol that others draw strength from (b) it shows that despite all the rewards and pressures for his capture, not only Afghanistan is out of control, but that he enjoys immense popularity (how many people do you think it takes to turn him over to give the news, given that supposedly he is on the run and takes chances every time he travels?). In other words, we are no where near winning the battle of "hearts and minds".
