This will always be a question. However, you have to remember that Starr would have had to have taken these reluctant witnesses into court and made it stick. <<<<<<<<


While that may sound like a good reason, the simple truth is that Starr was investigating Bill for "obstruction of Justice", not rape, and her charges had no bearing on Starr's case. Juanita made no charges when the rape happened, and consequently, Bill made no effort to cover it up.
