I believe you are correct that this concept should work for both ERC and Ballard. However Ballard would need a reformer to convert available fuels to hydrogen which takes added energy and reduces the overall efficiency. In fact I believe that motor generator hybrids will actually remain more efficient than Ballards fuel cell as a hybrid unless hydrogen becomes widely available as a fuel. ERC on the other hand has contracts for marine applications and claims that they have demonstrated the use of several fuel types such as natural gas, methane, diesel fuel, biomass fuels, jet fuel, and coal gas (Press Release Sept 30, 1997). These fuels do not require the reformer since the necessary chemical reaction takes place directly within the cell as I understand it IMHO.
