Politicians love to pass "feel good" laws without appropriating tax money to enforce them. Eighteen year olds buy cigarettes for underage smokers all the time but no one in my state has ever been arrested, charged and convicted of it. One town passed an ordinance making it illegal for teenagers to smoke on the street and again no one has been arrested. The Chief of Police told the local paper that his men have more important things to do than arrest kids for smoking. He said the paperwork alone would overwhelm his department. He did mention however, that now, he has a perfectly legal excuse to perform body searches on kids suspected of selling drugs whenever they see a kid light up a cigarette. Remember back in the 70's when the state of NY passed a law stating that anyone caught selling drugs would automatically go to jail? Well, we all know what a joke that turned out to be. If you don't intend to enforce the law, then don't pass the law to begin with. Jim
