Not really. I don't find it surprising. Intel did this (not having a handle early-on) with the PDA market. Sometimes it can be prudent to do this, provided Intel is capable of moving fast, which it can. The Gorilla can move fast.

I think so. I have my head pretty deep in emerging technology areas. Not too much passes by me, without me knowing about it. I've seen probably a couple dozen companies standardize on Linux but not Intel, a couple of large companies (a foreign conglomerate), but most are startups either here in the US or around the world. Keep this in perspective though, I live in Silicon Valley, where it just takes 3 engineers to have lunch together and the next day they're starting a company (I say the preceding comment in jest, not reflective of the actual size or status of any company, but more reflective of how many companies can get started.) Some of these succeed, some don't. There's one that I found marginally concerning from an Intel perspective, an overseas company that seems to have a good hold, good volume on the foreign markets I'm told, but less concerning as time goes on, because I would bet the technology issue and business model issue that are pushing those companies away from Intel at the moment, could be corrected by Intel within two years, so there probably is not an issue here.
Talking about "projections" is different than talking about "today." "At the moment" is different than "future." Talking about "volume today", may be different than "volume tomorrow." However, let's be honest about where Intel is lacking today on this particular item.

About my style, when I say, "either I am right, or you are right" I tend to mean this as a call-to-investigate the issue, not a call-to-challenge, though I understand the phrase usually is used to mean the later.
