I think it was a defensive move.

By infrastructure do you mean buildings, water,power etc,
or Government structure or all of the above?

I think that all of the above were support for terrorists in one way or another. Buildings housed bomb making plants
water and power are likely required for this kind of thing
course I don't really know as I have never tried to make a bomb.
As for government. Well I think we can all agree that they were a major support for terrorists.

So now the palestinian authority know what to expect if they should start with the homicide bombers again only next time they may really tick off the Israel forces. :-)
And they now know that the USA can't stop Israel from defending herself. I think that all in all it was a good move by Israel and the USA. Maybe now peace will have a chance.
