I have spoken to the police about putting up a sign on that lot asking if anyone saw someone working in the lot that day to please call the police department. They didn't want to do that for a varity of reasons.

The statute of limitations is 2 years if I'm remembering what the DA said correctly. I believe he'll be out of the neighborhood long before that time has expired. Unless he gets a new car and ditches his current license plate or changes his name and gets a new drivers license number, I can track him.
