That is, of course, a complicated question. I would not classify "inaction" as a component of one when faced with continued terrorism.

Sharon is showing that the Israelis have back bone but damn, those Palestinians just won't get it!! So please, tell me what is an effective policy.

In Israel's position, I would probably do the same thing. You can't expect them to sit back and get bombed all over the place.

The PLO has shown over and over again that they are not interested in negotiation. Israel offered them the farm at camp david, but they didn't accept. They don't seem to want a country of their own, just the destruction of Israel.

No policy will change that. There doesn't seem to be a middle ground for them to arrive at.
