China, India, and Russia have the manpower but I don't think there's a chance they will send large numbers to Iraq. None of them currently have the naval forces to support a major troop presence so far from home.

And it would be very problematic for Russia and India to be heavily involved. Russians would boost the former Baathists they had relations with for decades. The Shiites and Kurds no that very well.

India has had a decades long conflict with a Muslim country. Would they be eager to have another potential conflict with Islamists? Probably not.
