FYI. Flash works on my brand new Windows RT computer, a Microsoft Surface. In browser. No download. At least for movies and the extended programmatic features used by YouTube, like in-video links, tags, etc.. It really is an Adobe player that ships with the OS. On the right-click (tap and hold) menu, the standard Adobe options and the player version are displayed. Even 'copy hyperlink at current time index'.
