REPEAT OFFENSE

Wesley Clark's address to the Center for American Progress is a neat summation of his campaign--a lot of brilliant analysis followed by a brilliant gaffe. Yesterday, he delivered 98 percent of a well-considered critique of the administration's foreign policy. But then he adds this: "And then there is 9/11. There is no way this administration can walk away from its responsibilities. This wasn't something that can be blamed on lower level intelligence officers."

I can come up with several exculpatory explanations for these lines. Perhaps, he was referring only to the administration's failure to hand over documents to the Keane commission. Perhaps, he was referring to the administration's inability to reform the intelligence services. But after awhile, apologizing and explicating Clark's foreign policy blunders becomes a tiresome exercise. Wasn't he supposed to be a master of foreign policy? Why can't he speak clearly about foreign policy without sounding ridiculous or contradictory? Shouldn't these speeches be vetted a little more carefully?

Even a real frothing Bush-hater like Dennis Kucinich or Howard Dean would never go this far. (How the hell is Bush responsible for 9/11?) I had high expectations for Wesley Clark, and still do. I think he could be the superior foreign policy candidate in the field. But for now, mere competence would do.
