Tim, sorry but I want a lot more detail than that........specific guidelines and goals, steps taken to insure that funds will not be misappropriated, matching funds, etc. I think aid needs to be micro managed to insure maximum success. To often, aid recipients treat aid money as free candy to be p*ssed away. I don't think the new funds have even been appropriated yet. Have patience. Then you will find out if your criticism is valid or not. Tim
