Er, your non-sequitor means what - there is no new policy of preemption?

Humor me for a moment if you will on this analysis :

This policy GUARANTEES each of a dozen nuclear countries declares its own preemption targets and ability, with an increasinly itchy trigger finger, since it's "use it or lose it".

The only thing that protects the USA from state-sponsored WMDs is massive retaliatory overkill, being the "Biggest SOB in the Valley".

The inescapable wrong-headed result: Diplomacy by other means is dead, the U.N. is irrelevant, and unfortunately asymmetric terrorism has free reign since it cannot be stopped by WMDs.

I.e., permanent warfare, guaranteed to escalate to the use of WMDs.
