Would you elaborate on "legalization and regulation"?

Does "legalization" mean:
1) Any street drug is available at WalMart?
2) Weed is sold at 7-11, everything else at the liquor store?
3) By prescription only?

Does "regulation" mean:
1) By appropriate federal agency? state agency? local?
2) Alcohol/tobacco type taxation on street drugs?
3) Age restrictions?

Also:
1) Overnight implementation?
2) Gradual implementation by drug?
3) Medicare/Medicaid impact?
