IMHO, the key phrase is "at the stated price;" there's no indication of the depth of buying or selling present even 1/16th of a point away.

I've found these numbers to be pretty useless for predicting the direction of price movement, even on a short-term, micro basis. The only thing I sometimes use them for is to judge how dangerous a market order (as opposed to a limit order) might be.
