The reluctance of the potential participants is a bit of a puzzle.

Unfortunately, there will be a bit of statistical bias in the study because it only includes those individuals who have been motivated to join the program. A more inclusive group - like Dauphin - would have been more desirable.

Your comment on the ability of government organizations is spot on, which is why a basic income approach as an alternative to the current complexity of our safety net is so intriguing.
