if the implication that only few were killed think of a small country with daily explosions. It is with intent and it is to kill a lot of people.

ps civilian Isralis were killed at the rate of .1% per year
if that would be US that would mean 300,000 civilians per year or equivalent of Sept 11 happening every 3 days
