If you want a response, you should realize by now that Ratty isn't interested in normal average weather.
This is one of the few examples of him actually being interested in "normal average weather."

It does, however, postpone the doom-n-gloom scenarios that the Sacramento politicians used to paint on a daily basis.

On the flip side, it also lessens the need to build additional water infrastructure. Given that California's population is shrinking, along with California's continued efforts at conservation (especially in agriculture), demand for water will continue to decline.
