Not novel.......Russia only pretended to practice communism.....had there been real communism there would not have been a dictatorship in place.

This is a very popular thesis among communinsts and socialists is that thier favorite regime is superior to all others, but it has not really been tried. They say that all of the failed attempts at communism or socialism failed because they were not the right, pure form.

Joe, I don't know about it being a popular thesis but I can assure you that when Marx thought of a communist gov't, he was not thinking a Stalin.

BTW, you may want to look up a term "dictatorship of the proletariat".

Translated it means gov't by the people.

BTW#2 What is your your ideal of communism or socialism?

That everything that is built is owned by the people communally, and production is shared. That the people en toto determine the direction in which they want to go. Probably the closest I have seen [or rather read about] to real communism are the kibbutzim in Israel....at least in theory they sound like communist prototypes.
