Chaz, I would expect a warrant would need either the presence of the person or his representative(if none a state rep) or else a suspected perpetrator with evidence at his house need only stay away permanently to negate the search. So there must be a way even in France for in absentia searches. I do not particularly care if my place is searched, as long as they do not smoke and carefully break nothing, and me or my rep is present. I do not have either illegal stuff at home or a highly developed sense of privacy. It is only stuff, I live in my head. Will there be mind searches one day, not home!!
I also think a balance between price etc as you say is reasonable for some drugs. However the irreversible addicting drugs need another regime, unless you keep them permanently and cheaply available, and have a way to prevent an ever increasing addiction in a person reducing them to the point where they cannot function, and thus cannot earn the $2 per day, and then steal/rob etc. Does a steady state addiction set in with heroin?, crack, etc in the same way as it does with tobacco? so people could be left to buy it and run there lives in a normal way. It is the huge dollar need that makes addicts steal(unless rich in other ways). I suspect that if heroin and cocaine wre very cheap there would be a huge effect, as a large portion of the population would addict and do more and more until they could not work, and then rob/steal etc. Some would reach a livable steady state they could afford and function under.
How is this handled in the narcotis countries where cocaine heroin etc are from time immemorial drugs like tobacco is to us.
After a while they all die, and you end up with narcotic proof populations. Take europeans, esp Jewish people. Drunks are rare. My best friend is Jewish. He drinks only a glass if sweet wine on friday nights at the synagogue, Apart from that not a drop. I also abstain, tried drinking when young found it a waste of time and money, and never did it again. but when booze hit the Indians, it felt so good they could not stop. Do I not drink because I get no booze high, as my european heritage killed off those genes. If so would I also be able to refuse heroin or cocaine addiction?, or is the metabolic path different and it affects other docking points on my nerve cells?
Do Jewish people also not drink as they had all the addictor genes wiped out by a selective disadvantage, or was it so synonymous with 1-3 hours of religion that the link prevents the habit?(that is what my friend thinks, have a drink, recall the schule?<GG>)
I suppoes the police need drugs as job security, so they must be secrelt in league with the pushers. Maybe they have meeting at high levels and carve things up.
