You must be talking about Canadian cops. We have a very different system. Involving box knives and chain saws, sometimes, especially if you are not there;-) And if you turn out to be innocent, they don't pay for the damage.

Partly cultural as you say, but also now determined to be partly genetic. The american indians (some tribes), the Irish, the Finns, and a number of other peoples around the world don't have DNA to manufacture a particular enzyme that helps break down alcohol. You speculate about your heritage, I am not so sure you are right about that. Two of my better friends in my twenties were of the same background as yourself. They became alcoholics and both died in car wrecks, independently. Yet others I know had no problem.
Same with everybody. Even if your ethnic group as a whole has a genetic disposition, you may not, or you may oversome it. Good thing for me.

As for the rest, most long term heroin addicts, for instance, maintain themselves for very long periods on the same dose. Mostly when they die it is of inadequate medical care, malnutrition (it costs), infections from dirty needles, etc etc. Thinds you mostly avoid with legal drugs. Of course the counterargument to the proposition is exactly what you see with alcohol and tobacco: widespread use. But the last few years have shown just how effective counter-propaganda can be in inhibiting use without absolute prohibition, especially in the abcense of advertising of the product.

And obviously, the drug war is an abject failure. We are tearing Central and South America's hope for a future to shreads. Have been for decades now. Sun Tsu might approve, but I don't.
