Just plain wrong. The courts up to and including SCOTUS have dealt with this time and time again. It's perfectly acceptable to hold prayer meeting on public property under certain well defined circumstances. Ashcroft is smart enough to know the rules.

Political activities are strictly forbidden, as well as religious ones.
