The media want an actor not a president. They want a Clintonesque weeper who will pose before the cameras and tell you he feels your pain only to go back inside and forget (or play with an intern). For them visuals are more important than action. That's why Nagin's temper tantrums and Blanco's crying worked for the media.

Not only that, now that President Bush is playing the visuals game, it's getting under their skin. Allowing the public to see the President engaged works against the media's caricature of him.
