Video conferencing capabilities over dedicated ISDN lines cost approximately $30 an hour to a client, per endpoint, in addition to leasing the ISDN line.

Video conferencing capabilities over an IP network are expected to reduce these operational costs by more than 75%, as well as eliminate the cost of the dedicated line.

The difference is that ISDN gives a guaranteed QoS. With this example you can see what QoS is worth to a carrier. A premium ATM connection with a SLA giving the necessary bandwidth and QoS is a profitable contract for a carrier.
