I just noticed your question as to a site which "has a database or filter for selecting near money cheap options in last week" or "allows you to scan and filter optins based on cheap price and volume volitility" I haven't found anything on the internet which will enable you to do this for free... But Have you taken a look at the "options analytics" stuff at the Quote.com site? quote.com go to "research" on left hand side listing and choose option analytics - use demo and demo as password and user name - you can try eveything out with MSFT (and get actual results...) They have the best internet service for this options analysis that I have come across. Even the stuff with the basic subscription is very nice...and even includes a downloadable end of day update for all traded options! ( for $9.95 total). The thing about the lower levels of the service is that you can only search for these options in a specific equity - one at a time. But for what you are asking you would probably want the Intermediate level. (an additional $14.95/mo).Although you can't really search across ALL optionable equities and indicies at once until you get to the highest level of $109 per month! (getting a bit more pricey) If you only want some of this info infrequently you can also just choose to run a single analysis across all optionables for $5 per screening.
