Money doesn't have to be stolen, or even blatantly wasted, in order for it not to be used in the most efficient way to achieve the objective.

Bottom line, massive resources have been poured in to eduction without observable improvement. If you want more massive resources to be added, it might be best to show that the money isn't wasted by showing some improvement resulting from the resources that have been used, or by coming up with a realistic plan to do things differently in the future rather then relying on the same policies that have resulted in no improvement as more and more money gets piled in to the system.

Even if the ideal amount of funding is higher than the current funding, the movement in that direction should have resulted in improvement. Its not as if nothing improves at all, until some magic number is reached, and then suddenly everything is ok.
