I do have some insight here. Besides, even strictly from the outside, just look at their partner. Are they a high tech, computer hardware or software company? No. Are they currently in the server business? No. Are they currently in the semiconductor business? No. Are they in the semiconductor design business? No. So why would you think they have domain expertise?

They are a provincial governmental entity. Their ambition is for their province to be the main host/hub of datacenters in China. They have actually achieved a surprising degree success to date in this. Money is not an issue in China. The amount they invested in the JV is peanuts for them, not to mention it's other people's money.
