There has never been a full scale program to improve exercise/quality of diet.

At least many millions of federal government dollars, and billions per year in private money, have been spent on the effort to reduce obesity.

When I was a kid people littered indiscriminately... they just threw their trash out the window of the car. Public education changed that.

Littering doesn't satisfy a biological drive. Eating is much harder to change. Also I still see plenty of littering. I'm not so sure its changed much. Disposal of toxic wastes has become much safer but that's with a trillions of dollar effort, and one not aimed at the general population, let alone aimed at a biological drive of the general population.
