The reason for not changing the color of blacktop is that snow/ice melt off faster or fail to accumulate in the 1st place is because it draws and holds heat. I know several commercial & govt buildings that are more gray than white. The flat roofs are covered with stone. Many trailers have metal roofs and some coatings are white. As I look around my neighborhood, nearly every home has a dark roof, mostly brown, but there are 1 or 2 that are gray. What white would do on roofs is hard to say,, pros and cons is my guess-- more pros in the south than the north... Power generation is a big problem for the greens. Many are fighting or outlawing nuke power to go to gas & some coal. China will be burning coal to generate elec more and more.
