Not necessarily. You have to first look at the brackets. I didn't find them in the report. It may be that those currently in the ten percent bracket, less than two percent of the population, may not have to pay any tax. Have you seen the brackets published anywhere? Knowing what the tax rate is is not useful unless you know what income ranges have to pay it.
