Most of the large SEMI_MFG houses have a goal to be 100% compliant by Dec 31, 1998. This forces the OEMs to do the same. Most OEMs have that as their goal also and have feasable plans to reach this goal by this time-frame.

Compliance is achieved when the equipment passes the Sematech 28/9 step test.
