They where not private companies, they where semi-private companies established by government and with the implicit backing of government in response to following a mission that government laid out.

If they where really private there would have been no implicit guarantee of federally defined mission.

If we banned lobbyists and went for 100% publicly funded campaigns we might get rid of a big chunk of waste.

Banning lobbyist would be unconstitutional, and probably not so effective even if we are willing to trash the constitution. Public funding of campaigns would itself be problematic and also not very effective.
